I have two iPads, one at work and one at home. Is there a way to sync these all the time so that if I make a modification on one side, it will be mirrored on the other, similar to pairing?

There is no direct sync option - we didn’t implement this intentionally - lots of people are using multiple iPad setups with different setups on each devices. So currently you can export the entire backup or a profile / workspace and store in on iCloud Drive / Dropbox - and then import it to another device.
